Baker III-remains the most viable overall debt strategy. A senior fellow at the Institute for International Economics and a professorial lecturer at the Johns Hopkins University School for Advanced International Studies, William R. Cline was formerly Deputy Director for Development and Trade Research with the U.S. Department of the Treasury. This article is based on Dr. Cline's statement before the Subcommittee on Foreign Operations and Related Programs Appropriations Committee, U.S. House of Representatives, in March 1987.
