Although the United States remains the most powerful, productive economy in the world, recent large trade deficits have spotlighted the need to revise U.S. trade strategy without resorting to blatant protectionism, to seek ways to better coordinate international macroeconomic policies, and to search for innovative new management and labor relations practices. This and the following three articles discusses the "competitiveness issue." In this first article, the authors maintain that the U.S. trade deficit stems largely from a past reluctance to acknowledge the importance of domestic policies on the exchange rate and balance of payments, coupled with a tendency by the private sector to underestimate the importance of foreign competition. Sven W. Rndt, a professor of economics at the University of California, Santa Cruz, recently left the American Enterprise Institute for Public Policy Research (AEI) where he directed its International Trade Project. This article which is excerpted from an AEI Occasional Paper titled "Competitiveness: The United States in World Trade." was recently updated by the authors.
