A fundamental change in thinking that places less reliance on government interference in economic matters, as well as increased emphasis on stronger fiscal discipline of public spending, is slowly gaining ground in the Western industialized world, explains a former chairman of the President's Council of Economic Advisers (CEA). What these countries must now do, he says, is adopt policies that will enable them to embark on a new round of economic growth. A distinguished economist and educator, Paul McCracken is professor emeritus at the University of MIchigan. He was a member of the President's Council of Economic Advisers from 1956 to 1959 and later chaired the CEA for three years beginning in 1960. This article was originally presented as the Adam Smith Address at the most recent annual meeting of the National Association of Business Economists.
