Analyzing the various approaches that have been put forth for dealing with the U.S. budget deficit, the author suggests that largely by cutting expenditures, deficits would be scaled down to a level consistent with a stable ratio of federal debt to gross national product over the next five years. John H. Makin is director of fiscal policy studies at the American Enterprise Institute for Public Policy Research. Dr. Makin is the author of numerous books and articles on tax and budget issues, including, most recently, U.S. Fiscal Policy: Its Effects at Home & Abroad," from which this article is drawn.
