Developing countries have the most to gain from the strengthening of multilateral discipline over trade and would benefit from services trade negotiations such as those to be conducted under the forthcoming Uruguay Round of the General Agreement of Tariffs and Trade, according to two trade specialists. Jeffrey J. Schott is a research associate with the Institute for International Economics (IEE), a private research organization in Washington D.C. Jacqueline Mazza, who was a research assistant at IEE when this article was written, is currently an economist with the U.S. House of Representatives Democratic Study.
