Examining recent U.S. policies toward international technology transfer in East-West, West-West, and North-South contexts, a former member of the Reagan Administration's National Security Council concludes that whether competition or cooperation should be emphasize "depends on the unique mix of political interests and technological know-how that applies in each context or relationship." Henry R. Nau, a professor of political science and international affairs and a member of the faculty of the Graduate Washington University, is currently a fellow at the Woodrow Wilson International Center for Scholars. This article is abridged from a book chapter titled "International Technology Transfer: Security and Economic Considerations Under the Reagan Administration."
