Although the enormous expansion of trade has created structural dislocations in some U.S industries and a consequent loss of jobs, it would be unwise to adopt blatantly protectionist policies because, "in the aggregate, the economic benefit of internationalization outwighs the economic costs," says the author. A senior economist with the Federal Reserve Bank of Chicago, Jack L. Hervey formerly taught agricultural economics at Michigan State University.
