After making a study of 43 developing countries over the period 1957 to 1968, University of Maryland Professor Irma Adelman came to the disturbing conclusion that "economic development usually occurs at the expense of the poor." Only five of the countries studied combined economic growth with increasing equity, she reported. A native Romania, Professor Adelman became naturalized U.s. citizen in 1955, the year in which she received her doctor's degree from the University of California at Berkeley. Her contributions to the economic profession were recently recognized by her election as a Fellow of the American Academy of Arts and Sciences. Although, as Dr. Adelman has observed her findings are bleak, they may well make a valuable contribution to the adoption of development policies that will promote both equity and growth.
