Protecting and conmseving the extraordinary openness in international markets that has been achieved in the past three decades is probably the mkost that can be accomplished at this time, says the author, who believes that "even to achieve this modest objective will be difficult." Raymond Vernon is a distinguished international economist and educator. He served as a member of the U.S. delegation to the General Agreement on Tariffs and Trade in the early 1950s. Dr. Vernon has been associated with Harvard University asince 1959, directing its Center for International Affairs from 1973 to 1978; he is currently professor of international relations. This is an abridgement of an article originally titled "International Trade Policy in the 1980s: Prospects and Problems."
