Structural change is sweeping the industrialized countries as a result of technological innovations, the decline of "smokestack" industries and shifts in international trade patterns. How to adjust to the changes has become a major subject of discussion in world economic and political circles. This and the following five articles examine aspects of structural change, including what role-if any-governments can and should play in facilitating adjustment. In the first article, the author points out that Americans have generally favored allowing the marketplace to make necessary structural adjustments in the economy, but that there have been periods of U.S. Government involvement in industrial matters. Robert F. Wescott is an economist and assistant director of the U.S. Quarterly Model Srevice at Wharton Econometric Forecasting Associates in Philadelphia, Pennsylvania. This article is excerpted from a chapter in the recent book Industrial Policies for Growth and Competitiveness.
