In this analysis of the recent history of North-South relations, Dr. Bergsten cites the many important steps taken by the United States to meet the needs of developing countries. Although confrontational rhetoric has not been entirely eliminated, an attitude of realism has gained ground, he points out, adding: "The primary lesson to be drawn from the progress achieved is that the cooperative approach can work." When he was only 37, C. Fred Bergsten was chosen by President Carter to be Assistant Secretary of the Treasury for International Affairs where he has helped formulate a wide range of U.S. international economic policies. In 1969, he joined the National Security Council for two years, and just before his Treasury appointment he was a senior fellow at the Brookings Institution in Washington. A prolific writer, he is the author of eight books, one of which, in 175 dealt with The Dilemmas of the Dollar. This article was drawn from an address to the Center for Inter-American Relations in New York in early 1980.
