To accomodate the momentuous changes that have taken place in international trade, investment and monetary matters in recent years, certain institutional adjustments will be required both within nations and in the mechanisms through which they cooperate globally, says the U.S. Secretary of Treasury. He sees only slight evidence of these changes to date, but emphasizes that in any case the U.S. stake in maintaining a "fair, open and efficient international order continues to be very large and despite the special difficulties of the moment the United States can be counted on to support various initiatives for strengthening such an order." W. Michael Blumenthal has had a distinguished career in both U.S. business and government. Born in Germany, he obtained a Ph. D. in economics from Princeton University in 1956 and subsequently worked as an executive for Crown Cork International Corporation. Joining the economic staff of the U.S. State Department, he headed the U.S. team at the Kennedy Round of trade negotiations in 1960s. Returning to the private sector he served as president of te Bendix Corporation until his appointment by President Carter as Treasury Secretary.
