He strongly believes that in cooperation with other regions, Latin America will be better able to exploit its enormous potential for the development of energy, agriculture and natural resources. Born in Argenitina, Ambassador Orfila was educated in that country and in the United States, After a distinguished career in the diplomatic service, during which he served as Argentina's ambassador to Japan and the United States, he was elected Secretary-General of the OAS in 1975 for a five-year term.
