Analyzing what constitutes employment, unemployment and "outside the labor force" in less developed countries is more difficult than in industrialized nations and must be approached with caution so as not to result in inappropriate policies, according to the author of this thought-provoking article who has served as a consultant to a number of LDCs. He warns that efforts to eradicate poverty and eliminate unemployment through capital formation in the modern sector often have not worked, and suggests that planners would be better advised to examine carefully traditional arrangement and build more employment into them. A native of the State of Texas, Dr. bruton was educated at the University of Texas and Harvard University, and currently is professor of economics at Williams College. He is the author of Principles of Development Economics and Inflation in a Growing Economy.
