Isi artikelUnemployment remains a big problem in many countries, although in most industrialized nations there are now variety of social programs that cushion its impact. In thisarticle-the first of six analyzing various aspects of employment and unemployment-a noted U.S. authority on manpower statistics points ou that today traditional unemployment measurements are only partially relevant for policymaking purposes because of the many income support programs for the jobless, which now amount to some 200 thousand million dollars annually in the United States alone. "We cannot reponsibly talk about a full employment policy until we start to understand the implications of this massive transfer system," he says. Born in Lithuania, Dr. Levitan received his Ph.D. in education from Columbia University in 1949 and is cureently research professor in economics at Geiorge Washington University, where he also director of the Center for Social Policy Studies. A frequent consultant to U.S. government agencies, he is chairman of the National Commission on Employment and Unemployment Statistics. Among the many books he has authored or coauthored are Human Resources and Labor Markets: The Promise of Greatness; and Shorter Hours, Shorter Weeks: Spreading the Work to Reduce Unemployment.
