In the wake of disclosure of national and international payoffs to government officials that in recent years have called business ethics into question, President Carter, in the period between his election and inauguration, issued broad guidelines designed to avoid all conflicts of interest that might pertain to members of his Administration. Among those signing letters of intent to abide by the guidelines was Michael Blumenthal, then chief executive officer of the Bendix Corporatoon and Mr. Carter's choice to become Secreatary of Treasury. This article was written prior to his Cabinet appointment. Secretary Blumenthal arrived in the United States 30 years ago as a displaced person with very little formal education. From 1963 to 1967 he served earlier Democratic administration in the Department of State and in Geneva, as special ambassador for trade and chairman of the U. S. delegation that negotiated the Kennedy Round of tariff reductions.
