Taking the view that the unemployment rate will not be diminished substantially by such policies, the author suggests a number of other actions which he believes would help reorient the United States from a capital-intensives to a labor-intensive economy. Herbert J. Gans is Professor of Sociology at Columbia University and senior research associate at the Center for Policy Research in New York, a private nonprofit organization which works on economic, social and political policy problems. A consultant also to the Fund Foundation and the U. S. Department of Health, Education and Welfare, Dr. Gans has written widely on urban life and planning problems.
