The author of this article-written especially for Economic Impact-is a labor union economist who believes that U.S. inflation has been caused mainly by rising prices of necessities such as foo and fuel, along with high interest rates. These have been aggravated by what he calls "misguided" policies designed to reduce inflationary pressures that result from underutilized plant and an underemployment workforce. Rudy Oswald earned his Ph.D. in economics from Georgetown Universityin 1965 and has been director of the department of research for the AFL-CIO (American Federation of Labor Congress of Industrial Organization) since 1976. He has also held several important advisory posts with the U.S. government.
