These have been aggravated by what he calls "misguided" policies designed to reduce inflationary pressures that result from underutilized plant and an underemployment workforce. Rudy Oswald earned his Ph.D. in economics from Georgetown Universityin 1965 and has been director of the department of research for the AFL-CIO (American Federation of Labor Congress of Industrial Organization) since 1976.
