The choice of responses to the challenges of technological upgrading in manufacturing is best left to individual firms, according to the author, who notes that there is little evidence that any external industrial policy could guarantee an ideal structural adjustment. Donald A. Hicks is associate professor of sociology and political economy at the University of Texas at Dallas. He has served on the Senior Urban Policy Staff of the President's Commission for a National Agenda for the Eighties and has written and consulted extensively on urban and industrial development. Dr. Hcks is the author of Advanced Industrial Development: Restructuring, Relocation, and REnewal and Automation Technology and Industrial Renewal: Adjustment Dynamics in the U.S. Metalworking Sector, from which this article has been drawn.
