Nations whose policies treat technological innovation as a "free good" deny the profits of the innovation to the foreigners whose technology is pirated, explains an academic specialist in technological subjects. Robert U. Ayres, a professor of engineering and public policy at Carnegie-Mellon University, is currently serving as deputy leader of the Technology-Economic-Society Program at the International Institute for Applied Systems Analysis in Austria. Dr. Ayres is the author of several books and numerous articles on technology, including, most recently, The Next Industrial Revolution: Reviving Industry Through Innovation. This article, which originally appeared under the title "Technological Protection and Piracy: Some Implications for Policy," has been updated by the author.
