Leroy O. Laney is assistant vice-president and senior economist with the Federal Reserve Bank of Dallas, which originally printed this article in its Economic Review under the title "The Case of the World's Missing Money". Previously, Dr. Laney was an international economist with the U.S. Department of the Treasury and a staff economit with the President's Council of Economic Advisers.
