Investment incentives may have a role in promoting a higher aggregate volume of investment worldwide, but, according to the author, once an appropriate volume of investment is attained, further incentives aimed at increasing one country's share may prove to be "collectively futile." A professor of international management with the University of Texas at Dallas, Stepehen Guisinger has served as a consultant to the World Bank, the International Finance Corporation, the United Nations Center for Transnational Corporations, and other international institutions. He is the author of Investment Incentives and Performance Requirements, as well as other writings on trade and investment policy. This article is excerpted from a book chapter titled "Host-country Policies to Attract and Control Foreign Investment".
