Although lower marginal tax rates may not be a sufficient condition for growth in the Third World, they may be a necessary one, according to the author, who points out that development specialists today are much more likely to make tax reform a major element in their growth strategies than was the case a few years ago. Bruce Bartlett was recently appointed the first E.L. Wiegand Fellow in Economic Policy Studies with the Heritage Foundation, a private Washington, D.C., research organization. From 1982-1984, Mr. Bartlett served as staff director of the Joint Economic Committee of the United States Congress. His books include The Supply-side Solution and Reagonomics: Supply-side in Action.
