Developing countries, through strategies that emphasize the free market, can stimulate the growth of world trade, the development of an entepreneurial climate, conditions that ttract foreign investment and policies that reduce government's interference in the national economy, according to the authors of this and the following three articles. In this first article, a prominent economist and educator explains how divestiture, deregulation, and contracting out of state-run economic activities can assist developing countries in reducing the role of government in their economies, thereby making them more efficient. For more than 15 years, Elliot Berg was a professor of economics at the uNiversity of Michigan, where he also directed its Center for Research on Economic Development. He has been an adviser to the World Bank, the U.S. Agency for International Development (AID), the Organization for Economic Cooperation and Development, the United Nations, and the Fund Foundation. Dr. Berg is currently a visiting professor at the University of Clermont-Ferrand in France, and he heads a private consulting firm. This article is adapted from a presentation made by Dr. Berg at an AID-sponsored global conference on privatization; it has been updated by the author.
