In 1953, he was elected to the Bundestag where he quickly acquired a reputation as a brilliant and candid speaker. He was a memeber of the European Parliament from 1958 through 1961 and, after four more years as an administrator in Hamburg, reentered the Bundestag and rose rapidly in the Social Democratic Party leadership. He was appointed Federal Minister of Defense in 1969 and Minister of Economic and Finance in 1972. Reflecting on the fundamental causes of the world's economic plight, the Chancellor warns that a dangerous confrontation could ensue unless policies of agreed mutual interest are soon adopted.
