To draw up a development plan for 5 years to come is not easy, let alone for the next 25 years. This was states by the President when delivering the 1994/95 State Budget Plan, which was also accompanied by the Sixth Five-Year Development Plan and the Second LongTerm Development (PJP II). But, what is sure, said plans are based on the results achieved in the First Long-Term Development (PJP I) and estimating all possibilities which shall occur in the future. This article is trying to review the efforts that was already made by the government during PJP I, specifically through the State Budget (APBN) instrument.
