Since the early 80s, the structural adjustment programmes of the World Bank and the International Monetary Fund have raised doubts about the traditional development strategy of domestic-market-orientated import substitution. In many countries in the region, the past decade has been one of stop-go policies, alternating between partial liberalisation, stabilisation policies and attempts to modernise the old development model.
