Isi artikelIn many developing countries, crises and disasters must be understood as recurring phenomena. During the last two decades there has been a rise in the numbers of disasters and conflicts and of victims of disaster and those otherwise affected, as well as in the scale of the resulting damage. In the last ten years the number of humanitarian crises has increased from 20-25 per year to 65-70 (Cornia 1996), whilst analyses of minority cnflicts (Gurr 1993) show a rise from around 250 to 600 conflicts between 1950-54 and 1985-89, with a diproportionate rise in violent protest and revolts. In Africa, over 11 million people have fled their homes or been expelled (figures for December 1996, UNACC/SCN 1996), 70 per cent of these being internally displaced. 25 per cnet of refugees are suffering from or at major risk of malnutrition.
