Vietnam is one of the poorest countries in the world. The World Development Report 1997 shows the per capita income of the country in 1995 as only approximately US$ 240 (cf. World Bank 1997.214). The percentage of the population affected by poverty is estimated in various analyses at around 30% to over 50%-values which are extremely high in international comparison.
