Isi artikelIn the experience of the German Ministry for Economic Co-operation and Development (BMZ) and that of the World Bank, easy and cheap money provided by state-controlled development banks for financing investment has impeded the development of an efficient financial sector in the developing countries and has not reached the target groups. A great proportion of financial aid has disappeared down currency holes which a mistaken monetary and foreign trade policy had punched in the balance of payments: a bottomless pit. This is the common denomiatot in two information notes from the German Minister for Economic Co-operation and Development (Nos.39/92 and 62/92) and a study of the German Institute for Development Policy (Hannig 1992).
