Isi artikelEuropean development policy arose from the necessity to avoid separating the colonial territories from their European "mother countries" when the European Economic Community was established in 1958. The primary benefit of the "association" provided for in the treaties of Rome was in enabling the tariff-free access of goods from the associated countries into the European Union (EU). Complementing to this, the first European Development Fund (EDF) was established, which to this day is financed directly by the member stater (and not out the EU budget). After the associated countries had gained their independence in the early sixties, an agreement to continue these special relationships was first made in the Agreement of Yaounde (1963 and 1969) and following the entry of the United Kingdom into the EEC (1973) in the Lome Convention (from 1975). The co-operation with what has now swelled to seventy African, Caribbean, and Pacific countries (ACP countries) within the framework of the Lonme Convention represents the core of EU development policy and is internationally regarded as a model for North-South co-operation.
