Refugee and migration movement have increased considerably in recent decades. This trend will continue in the foreseecable future. It is mainly the developing countries which are most affected by refugee and migration movement both as countries of origin and destination countries. Since the early nineties, the OECD countries have been intensifying their conceptual efforts and concrete measures to influence the refugee and migration problem in the framework of their development co-operation. In some cases, governments and parliaments in the industrialized countries have the expectation that development co-operation can make a central contribution to the amelioration of the problem. In many cases this is a function of the interest of the donor countries in reducing immigration from developing countries into their own countries.
