Following an evaluation of a large development cooperation project on grown cattle fattening undertaken by the Ivory Coast and Germany, it had been presumed as early as 1984 that imports by the Ivory Coast of frozem meat from the European Union (EU) would undermine the profitability and therefore the financial viability of the scheme. With rising imports, this assessment became increasingly plausible-and a similar view was taken by other development cooperation partners of the Ivory Coast. However, not until the end of 1993 was there any full discussion in political circles of this almost 'classical' problem of coherence and coordination, between the agricultural price, market and trade policies of the EU and the West African states on the one hand andthe development policies of the EU and its member states on the other. The leading development policy of NGOs of the Western European countries had caused this problem to become a regular feature of press debate.
