The development of the global economy, which has marked its downturn towards the end of 2000, has brought adverse effects across the globe. Induced by economic policies directed to prevent economic overheating, particulary in the US and Europe, the major developed countries experienced a sharp economic downturn that has led to decreasing consumer and business confidence and widening unemployment. The slowdown has spread to developing economies in the form of deteriorating external sector due to the drop of overseas demand that has pushed commodity prices lower, and the significant decline in foreign investment. Furthermore, flight-to-quality capital outflows triggered by increased risks have put additional pressure on some emerging economies.
