Conceptual understanding of the status of the State Owned Enterprises (SOEs) in relation to the state finance is crucial considering the significant role of the SOEs to the national economy. SOEs have characteristic as a legal body having its own separated assets, therefore, it should be constructed with the private law. In this matter there is a conflicting norm between that stipulated in the Law of State Finance and the Law of SOEs. In addition, the problem of the undervalued asset, the status of goverment grant, the status of investment fund account and soft loan agreement, assets possessed by the thrid party, and administration of assets are the issues that should be solved shortly.
