This research report is a result of a research on case study election 2004 in Kabupaten Wonogiri, especially on recruitment process of DPRD members based on UU No. 12 Tahun 2003 about General Election. All the data were collected from document investigation and interview on the object of this research. The data were analyzed by using a qualitative analysis method with analyzing secundair data. The findings of the research are the Opened List Proportional Representation System in Indonesia's 2004 General Election running away yet, and then the pricipt of proportionality not enough. This research recommend to change the act of General Election at future.
