In the implementation of the district autonomy, Kutai Kartanegara Regancy, issued a development program named "Gerbang Dayaku". In this program the local government allocated two billion rupiahs to each village annually, so villages accepted more than 2 billions rupiahs for a year and then added by original village income and aids from the state and regancy government. That financial arranged in revenue plan and expenxe village. Unfortunately it didn't work well and there are still poor village such as Sebuntal Village where its development was still behind. Based in ada research using Miles and Huberman analysis method, the implementation of Gerbang Dayaku program was focused in the sub district and related institutions only. This is not in-accurate with the principle of district autonomy as line the village finance should be arrange by village government. Beside that, the society didn't know about the specific but the village development in general. Since the white paper programs as mentioned in the white paper arrangement no fully based on society's needs. Basically the white paper similar to the village arrangements.
