Abstract
Indonesia's new cabinet, designated the United Indonesia cabinet
I has been announced on October 20, 2004. Optimism, pessimism,
skepticism and other reactions have been shown towards the
cabinet's composition.
Regardless the mixed reactions, the composition shows political
bargaining between Susilo Bambang Yudhoyono (SBY) and some parties.
Most of the ministers in the cabinet were recommended by political parties,
big national organizations and perhaps even international organizations.
Some have pressed strongly to put their people in the cabinet.
If the people figured strongly during the campaign and presidential
election, the power has moved to political parties. In a "one man one
vote" general election, SBY needed public support to be elected as a
president. After being president-elect, support from political parties is
necessary for him to run the government and to bring parliamentary
support for his presidency.
SBY also badly needs support from international organizations and
businesses. In this case, he has to accommodate the "taste" of
international financial organizations such as the International Monetary
Fund (IMF), World Bank as well as the domestic Indonesian Chamber of
Commerce (Kadin) to put certain persons as economic ministers. In
addition, the role of mass organizations like the Nahdatul Ulama (NU)
and Muhammadiyah is needed since these organizations could influence
and control public opinion significantly.
Considering real political economy condition, shift from "the coalition
with the people" -as has been reiterated many times by SBY in the
campaign trail - to "coalition with the parties" is an unavoidable thing.
It is interesting to see how it could have happened and how this shift
will impact the performance of the current government.
