Isi artikelFrustrated by the escalating cocaine epidemic, and the lack of a coordinated federal and national effort to fight it, the U.S. Congress created the Office of National Drug Contorl Policy in 1988. That office, under the direction of "drug czar" William J. Bennet, is unprecedented in the history of our government. Never before has a cabinet-level position been created for the purpose of coordinating all federal efforts focused on a single goal: reducing illegal drug use.
