To that end, we examine, in Section II, the problem of resource alocation at the macro-economic level, that is, the allocation of scarce resources to health care and to competing ends. Next, in Section III, we make the case that the economic effeciency in the use of whatever resources are allocated to health care is not only an economic imperative, but a moral one as well.
