Isi artikelTeacher quality determines student qualify. The government has supported this conception by enactment of Laws Number 20/2003 on National Education System and Law Number 14/2005 on Lecture and Teacher. The two laws enable teachers and lectures to continuesly improving their qualifications so they are able to provide effective learning process. Nevertheless, in order to be effectively implemented, the laws need to be followed-up through operational policies in government regulations and other technical regulations. The absence of these policies may hold up the law implementation. In this case, the province government of Bangka Belitung (Babel) archipelago has determined the Program of Improving Teacher Quality as one of their priorities. It is targeted that by the end of 2012, all teachers in Babel will have been qualified as SI according to their discipline competences. The challenge faces in this implementation is to give the teachers opportunities for improving their qualification while performing their activities as teachers. Dstance education system may accomplish this need because of its high flexibility and capacity. Using distance education system, teachers may attend the formal institution for further study without leaving classes. In addition, this system may accommodate a relative high number of college students. Cooperation established so far between Babel government and Universitas Terbuka (UT) can be more intensified for the program of improving teacher qualification. UT as high-education institution applying distance education system has characteristics which can be used for achieving the babel government program.
