The graying of the population is proceeding more swiftly in Japan than in any other country, and arguments over how to make the public pension system sustainable over the long term have developed into a hot political issue. The debate has become quite complex. Apart from the question of how to cope with faster-than-expected aging, there is the issue of the huge number of citizens-an estimated 3.4 million-who have not enrolled in the public pension system or, even if enrolle, are not paying in their contributions, with the result that the system is becoming a hollow shell.
