On the evening of December 13, 2007, the Liberal Democratic Party and the New Komeito released their outline of proposed revisions to the taz system for. fiscal 2008 (April 2008 to March 2009). In an ordinary year, the release of the ruling parties' plan would mean that the substance of tax reforms for the following fiscal yaer had been setted and that the proposals would move from the political horsetrading stage to that of nuts-and-bolts implementation; bills would be drafted and decrees and instructions issued to the relevant bodies.
