The paradigm shifting of governance management is a popular issue in recent years. The centralistic role shifts to decentralist. This role shifting causes a lot of organizational consequences. The decentralization implementation is determined by two main factors as organizational culture and individual knowledge. This research analyzes decentralization implementation in kota semarang. The gap analysis and means comparing test is used as the research methods. The research results show there is internal gap among ideal condition and reality of organization character, organization emphases and organization rewards. The gaps also happen in the individual knowledge, mainly in the knowledge construction and knowledge embodiment.
