Isi artikelOver the last three years the National Literacy Strategy (NLS) has transformed the teaching of reading and writing in England. There is little doubt that in many schools it has had positive effects, and no doubt at all that throughout the primary teaching profession it has raised consciousness of literacy and of many of the issues arising from its teaching. In this article I will discuss two aspects of the strategy, its commitment to an open and egalitarian agenda and its advocacy of classroom discussion, which make it a potentially beneficent force in education. I will consider the claims made by the NLS documentation, and then suggest ways in which the aspirations of the policy are threatened by its prescriptive structure and the pressures that this puts on teachers.
