The current concern amongst politicians and the wider public about ’educational standards’ has resulted in a variety of change interventions and initiatives. Some of these interventions have been government directed, while others have been locally initiated and developed. Despite a wide variety of activities in the name of raising student achievement, there is still a tendency to focus change efforts at the level of the school rather than the level of the classroom. Over the last decade, there has been an emphasis upon the systemics of schooling as the means to improvement. This approach stresses the administrative arrangements rather than the human factors, neglects the importance of the process of change in schools, and more importantly underestimates the change capacity of the school (Hopkins et al 2000).
