Isi artikelThis year’s conference of ICSEI, the International Congress for School Effectiveness and Improvement, took place in Toronto, Canada. Toronto is an exciting city at any time of year, but in January ... well, delegates might have preferred a warmer climate, let’s say Jamaica or Sydney! Fortunately the welcome was warm, and there was a chance to meet many interesting colleagues from across the world, and especially from the local area. It was a particular pleasure to meet Michael Fullan, who is Dean of Education at OISE (Ontario Institute of Studies in Education) at the University of Toronto. It stimulated delegates to question the whole enterprise of school improvement, to understand that it is not just a matter of greater efficiency but that the question of values has to be at the core. After all, it’s of little use becoming more effective in pursuing a goal which isn’t relevant to the learners’ present or future lives; nor is it a satisfactory improvement if attainment in measurable skills rises but young people grow up with no sense of social justice. Keynote speakers and other presenters of papers demonstrated a stimulating range of thought, and delegates went home full of ideas, full of vision. Only the narrow-minded could feel disappointed that the discourse had shifted markedly from the efficient pursuit of unproblematic targets and ’basic skills’. The rest of us were forced to think not just about the methods of school improvement but about its meaning - in which direction are we to improve our schools, to what purpose, towards which goals? This brief survey cannot hope to do justice to the richness of experience and theoretical range of speakers, but I would like to highlight a few of the speakers who made a personal impression on me.
