The shifts in private - sector employment in Hong Kong over the past two decades are modeled as a Markov process. The transition probability matrix for this process is then estimated based on twenty years of data. The implications of the resulting estimates are subsequently derived from the well - known properties of a transition probability matrix : notably, absent a specific public-policy mandate from a China-influenced successor to Hong Kong's laissez faire government and / or a wage - equalizing free - flow of labour across the Chinese - Hong Kong border, the service sector will continue to grow at the expense of the manufacturing sector. This inference has serious implications for Hong Kong's labour force and education system, as well as for those of the People's Republic of China. (JEL : 014; L80; C32).
