Health Care Systems in Western Europe have for a long time been exceptional and often envied paradigms for just and efficient social security and medical care for all in need. These systems are based on compulsory insurance schemes implementing a principle of solidarity. Ever since the landmark Sickness Fund legislation in the German Reich between 1871 and 1881, which was motivated by conservative public policy and similar health insurance legislation in other countries, practically all European citizens have been covered for acute ambulatory and stationary care, diagnostic and preventive services, drugs, and sickness benefits, such as allowance amounts equal to a certain percentage of income lost due to sickness or other incapacity to work for a period of time.
