That this article is not directed at a discrete research community; it is primarily concerned with the dominance of a particular version of school I improvement theory in its practical implementation, within the wider community of headteachers, advisers, policy makers, local authority officers and consultants. This point is especially important at the present time, when those who manage individual schools and the school system are faced with a political expectation of continuous and sustained improvement.
